In all previous episodes, delays caused by production are accounted for by subtracting the time delay from the teams final time. If the team shows up 15 minutes behind another team but had 12 minutes of production delay then they would leave 3 minutes behind at the start of the new leg.
I guess since the teams are all leaving at set intervals (10-15 minutes apart) if the delay doesn't take more than that time all it really does is screw up a team's placing.
