I wonder if there is someone at the Corps of Engineering that knows if the original plans are stored someplace.

Do you know of anyone from the C.O.E. that has been questioned or has commented on the old plan?

As a matter of fact the Corps was in the process of revamping the plan to incorporate environmental concerns when Katrina occurred. Al Naomi of the New Orleans District of the Army Corps of Engineers is the project manager for this.

The NOACE magazine did an article about this as well.
