State and local official were SUPPOSED to prepare the other parishes for the hurricane and to evacuate them. They attended to neither of these concerns. Their derelection of duty brought death and destruction to their own people. To deflect blame from themselves they and the Bush-hating media are pointing fingers at FEMA and President Bush.
