There may be some very good reason that those few counties around N.O. was excluded by FEMA from their letter/declaration, including the possibility that they didn't get a proper request from the LA Gov., but I think there is a very good chance right now that they somehow just loused up ...
I wouldn't read anything into the missing parish names. That FEMA release was based on Blanco request for 9 million bucks to evacuate people away from the danger zone and shelter them elsewhere. Meanwhile, look at what FEMA was directing as far as staging relief assets.
I think there is plenty of blame to go around too, but coordination is impossible to accomplish when one of the partners is a klutz.

My young conservative friend Eric dropped by and I spent a very enjoyable hour talking to him. He's going into the navy and was have so much to try to say about politics that we tend to talk hurridly about many issues, almost interrupting each other in our enthusiasm! Such a relief from the abundant liberalism that inhabits our area....there's one guy, a minister, wearing a shirt that say "Jesus is a liberal". I looked straight at him and said "No he isn't." LOL!

Difficulty in coordination is routine even when nobody has self-serving ambitions; but this is a very strange mumbo-jumbo. I've asked my Senator to explain the relationship between these two rules. After noting the exact languge in the rules, I asked and opined ...
Does one rule have precedence over the other? If so, when? What is the formal mechanism that indicates a transition to FCO authority?
