LA Levee Eng.: No Amt will make present levees safe!

Did yo hear the interview with the engineer whp has been working on the Levees for a long time, discussing why the Levees busted, what it would cost to fix them and how..

And hear him say, that no amount of repair or "u[grading of the present New Orlkeans Levee system, will ever be able to protect the city from a force 5 or 4 class Hurricane? Basically said that the whole levee system would have to be redesigned and built anew to be able to properly protect the city from a future reoccurance, and his optimistic estimate with all the money in the world.. it would take at least 10 years?

Relocate the housing districts sunk this time to other, higher areas and just make strong levies for the business and entertainment districts.

What about building houses on stilts? How much would that cost?

When an Army Corps of Engineers guy was questioned about that he mentioned that the canal breach in question had been over topped and was suffering severe erosion at the base. He said that it could have been due to the erosion, due to the barge, or both.

Well, that certainly makes sense and is very plausible....even likely. And being as it comes from ACE it has credibility.

I've even seen threads that said explosive residue has been found at the breach. I guess that proves it's Rove...or Bush...or alQaeda..or Martians.

Come to think of it, who hates blacks the most? Does Sheets Byrd ring a bell? I'll bet his fingerprints are on this thing.

What happened was that because a great deal of the material used to construct the levees was the most easily available loose delta soil and miscellaneous debris, which will not compact and solidify well, as the water pressure increased water began to actually penetrate and seep through the levee walls. As this process accellerated, the seeping water began to, in a very real sense, actually flow through the levee walls. As it did the walls were gradually eroded from within.

That's what the observer of the barge saw - it didn't smash through, it was drawn by the invisible pull of the water directly to that point on the levee where the unseen flow caused the top of the levee to crumble and collapse.

Where was this water going to, in quantities sufficient to move a barge, prior to the visible break? Levees hollow inside?

There is one more thing that I noticed in a picture of one of the breaches. There are trees growing all around the breach on the levee itself. The roots from all of those trees surely weakened the levee. If the rest of the levee system is in the same condition, it is a wonder that more breaches didn't occur. Large portions of the levee system may have to be rebuilt simply because of the poor maintainence because just cutting down the trees will further weaken the levees as the root systems rot.

I have actually stood at the base of a levee and watched the water seeping out. It's an eerie feeling!
