Coercion happens. Rape happens, thus men & women are not always 'responsible' for pregnancy. Humans err.
Morning after pills are available, and if they don't work other means can be used, but once past very early term pregnancy, responsibility shifts to protecting the rights of the unborn child.

If the child is murdered, the State has the responsibility to prosecute, and a jury the responsibility to see that justice is done.

But the State does not have the power, or the responsibility, to prohibit early term abortion, and both historically & constitutionally never has been granted that power.

The 'prohibition power' dog don't hunt.
