I don't think so... its too crafty and requires too much intelligence. I use the similar reasoning to reject the "Nasa faked the Moon landings", since it requires too much of too many people.

For Blanko, It was just plain incompetence.

It's been estimated that if the moon landings were faked, around 50,000 people would have been in a position to blow the whistle, and thousands of them would have been in the Soviet Union. If you were the Soviet politburo and one of your scientists could prove that NASA never went to the moon, what would you do with that information"?

Almost all conspiracy theories involve a conspiracy far, far, far too large to really exist.
