Mayor Nagin specifically mentioned that commandeering buses was part of the plan during his Sunday morning announcement.
Then he commandeered nothing, and gave looters permission to steal.

You would think in an extreme emergency, you would do what ever it took to save the lives of people and worry about the consequence later . Now I feel for the poor citizens of New Orleans that the Mayor of Los Angeles wants to bring (5,000) over to their school system and long term housing. This is another city that that is so corrupt, these people are better off in another part of California.
