Hate it or love it, as Truman said, "the buck stops here." Presidents often get credit for good things that happen in the country and are blamed for bad things. While I see no evidence that GWB hates blacks, the legacy of the southern strategies of Goldwater, Nixon, Reagan and even GWB ( in South Carolina) live and people who are black tend hold certain conceptions on the GOP in part based on the southern strategies.
