09-02-05 - New Orleans - New Orleans mayor Ray Nagin, after detailing ongoing operations to restore the city's infrastructure and outlining plans for reconstruction, announced that another tradition of New Orleans and Lousiana politics that took a hit with the arrival of Hurrican Katrina and the break in the levees holding back Lake Pontchartrain would be re-established temporarily off-site and away from the current mayhem.
"People who know and love New Orleans, this great, great city. They know New Orleans for many things. Our music, our food, our friendly people.... crime perhaps. But everyone knows when you think about New Orleans or Lousiana in general, you are talking about corruption."
"Call it graft, payola, pocket lining, bribery. Whatever you call it, it says New Orleans to many, many people throughout the world."
"It will take a while to rebuild our city. Roads, telephone service, hospitals, food service, music venues etc.. Rebuilding these will all take time. But there is one thing that I can announce will be open for business immediately - good old-fashioned New Orleans graft."

And that is probably where all the FEMA money went -- money meant to be used to build protection for the city...no thanks. A dollar sent to the New Orleans city government, is a dollar that will have a very dubious future.
They tell me the local word is "Lagniappe".
