Good; blame the Corps of Engineers. THEY didn't decide to build a major city below sea level. So - who's fault IS IT???? Stuff happens. There are things called 'acts of God.' Get over it, bury the dead, and move forward.

That's what a lot of people are acting like. "We have built, and rebulit, after multiple hurricanes in the past 100 years, below sea level, and the Corps of Engineers, Congress, President Bush, etc., should have done more to protest us".
Last I checked, the Corps of Engineers, Congress, President Bush, etc. were not going around New Orleans preying on the residents of New Orleans, gang-raping women, raping children, forcing firefights to give up their boats at gunpoint, shooting at cops trying to help out, surrounding hospitals and threatening to kill those inside unless they gave them drugs and foot, looting Churches, murdering other people.

Stuff happens Truth be told, the Corps has built levees the length of the Mississippi and that causes much of the flooding below St Louis when one breaks. People move into areas that no longer flood and think they are safe.
The 17th Street levee in New Orleans that broke has been resisted by locals for 20 years and is a little used connection between the lake and the river. It adds many miles of problems to what was already a bad system.
For decades the Corps has lived to build levees and does so even when they are in the wrong place long term. It's also the reason the delta is populated where it should not be.
