Yes it is dumb. There was no plan to evacuate people without transportation. That is shameful given the notice and expected level of destruction.
Have you answered the question of exactly ~where~ an entire city could be evacuated ~to~ that would have been better than the Superdome?
The logistics of what you suggest is really much more complicated than what was done. And I'm not sure it would have been better for the short term.
