Look, Siobhan, the point is this: when you see an insect and want to kill it, you don't exercise
subtlety. You don't crack open your copy of Sun Tzu for a few hours refresher, then carefully devise a plan of attack that involves lulling the enemy with strategically-placed bait and hitting his flanks. No, you walk up to it and step on it. Your power is so immensely greater than the insect's that subtlety would be utterly wasted, and would serve only to delay your goal. noticing, without
any of the thousands of people who'd have to be involved letting the fact slip to any of our spies, the possessor of such technology would have no need to be subtle.
Still waiting to hear even a few of the "variety of possibilities" you claim exist with current technology to induce and control hurricanes.
