Phones and cell service are spotty.

That's what I heard too. The only way to get communications in or out of the devastated areas is by Ham Radio, and the Ham Radio service has a "Hurricane Net" set up for that purpose, for passing health and welfare messages in and out of there.

Ham is the only reliable comm at this point. It's times like this when I wish I still had my HF rig. I could pass traffic from New Orleans to anyone who has family in my area.
