i think you got it backwards. linux is more popular amongst the PEOPLE of communist countries.

the GOVERNMENTS of communist countries prefer MICROSOFT, which is more than willing to deal with totalitarian governments and modify their product to the wishes of the government and allow those governments to control what the people are allowed to see and do with their computers, whereas with linux, the PEOPLE have the source code and the compilers and can change the code to circumvent these controls, and are thus not as easy to control...

Actually I think many governments are fearful of MS products because they might have back-doors built into them. The more paranoid the government (Chavez is a good example) the more they want open source where they can look at the code an know what it's up to.
