Every archetype has a primary and secondary set to choose from at first. Then at 5th level (I think), power pool sets are available for you to choose from. The various movement power pool sets are there (leaping, flight, super speed, etc.) as well as others like concealment/stealth, medicine, fighting, fitness (very important power set, take one of the first 2 ASAP as one of the higher lvl powers helps your endurance recovery rate, especially for blasters) and others. The availability of the higher level pool set powers depends on your level and whether or not you have taken a number of the lower level powers in the pool.

Like I said, fitness is pretty much an essential power set for blasters and controllers as they are endurance hogs when they start letting loose. Characters who want a better mode of transportation should also look into taking one of the lower level travel powers so that they can take the good ones once they achieve 15th lvl (I think). Taking 'Jump Kick' or 'Combat Jumping' early on means that 'Super Jump' will be available at that higher level, same with the other travel powers.

Those powers should be detailed in the handbook, and you can scroll through them when you are leveling up while in the 'choose new power' screens...JFK

Another dumb question for the next time you're here.

Accuracy Buff / Accuracy DeBuff?
Defense Buff / Defense DeBuff?

They both seem to read the same. I have assumed one is offensive improvement and the other a defensive reduction in the opponent. But WTF, over?
