Sadly,
in this neck o' the woods,
If you see a dog on a chain, odds are, that is is whole life.
And he probably never gets let off of it either.
If you see a pit, rottie or dobie on a chain, odds are even greater he's getting even worse treatment. But that is just my cultural observations from conversations.
