If she's 5'8", 150lb is barely plump. If she's over 5'8", 150 is normal.
Normal, yes. But not for a track runner.
My sister is 5'8", ran track, still jogs every day and has been 140-150 since she was in high school.

Yes. If you're a tall girl/woman, 150 can be skinny (especially since track runners make up for their lack of fat with plenty of leg muscle.)
Ah, I hadn't considered the leg muscles. Those do weigh a lot. But does a 13 year old girl develop very muscular legs?
Roger that! When I last went home on leave I was determined to go a whole two weeks without shaving. After about five days I was going crazy. Said, "Screw this!" and broke out the Gillette.
I mean, "middle school track runner" and "high school track runner" could be very different things. But if we're thinking she must be a skinny-minnie because she's a track runner, then, yeah, that goes hand in hand with having more muscle. If she's just the fastest kid in her gym class of video game addicts, then it's all moot anyway
But at the root of it, I come from a family of tall skinny women ... and a tall woman can weigh 150lb and still be plenty skinny.

In spite of all my speculation about height, weight, etc. I haven't lost sight of the tragedy of this poor girl's situation. While the extreme weight loss is a tragedy in itself, it's obviously just a side effect of a very bad home life. I had a friend in high school who was being raised by her mentally retarded mother and elderly grandmother. It was a very tough childhood for her, and she didn't come out of it very well. It was a difficult life for all three of them. I pray this situation turns out better.

It sounds like the mother was growing progressively more mentally ill. Praying that the tragedy ends here and doesn't grow worse and that all involved are healed.
