CORRECTION: I misread my notes. HERE is how they rank within their group in W-ERA-IP:

Carpenter: 1-2-1 = 4
Oswalt: 3-3-1 =10
Clemens: 6-1-5 = 12
Martinez: 4-4-4 = 12
Smoltz: 4-5-3 =12
Willis: 2-6-5 =13

This would move Oswalt ahead of Clemens. However, Clemens' lead in ERA outweighs the difference in IP. Also, Oswalt has the most losses of this bunch.

So right now I still say it's between Carp and Clemens, and I give the edge to Carp.

Here's where the advantage of playing for the Cards , and that awesome lineup, comes in..Clemens has 4 no-decisions..where he left aftee pitching seven innings giving up NO runs..and three more games where he left with the lead and the BP blew the save..with any normalluck, he's got 5-6 more wins..Pedro has a simialr experience, though NOT as bad as Clemens...I'm not saying you can choose a Cy Young based upin" what if"..but those stats are hard to ignore..
