This is a case where the punishment should fit the crime.
Toss Czernik in a fenced in yard with about 3 big mean dogs and if he gets out he's free to go.

Sounds like Czernik stole Lucky from Mark Rogers' relative's backyard for the sole purpose of watching his dogs rip it to pieces.
Hopefully Czernik will now be thrown to the dogs (in prison).
