That doesn't seem to be a "routine" procedure for entering cheat codes ie Up, Up, Down, Down, Left, Right, Left, Right, B, A, Start.
GTA already has cheat codes built into it. This was clearly not meant to be accessed.
As for buying a good game, I agree, I never could get into the series. It's fun for about 30 minutes then I get distracted.

While using products like Action Replay (which GameSpot used to bust Take-Two's claims that Hot Coffee was created by rather than merely exploited by hackers) are not endorsed by the game manufacturers, it is entirely routine by the fact that both those products and the codes to use them are readily available at your local Best Buy/EBGames/etc.
