the idea is to seal off the border, not to kill anyone.
Note that they don't have illegal border traffic between North and South Korea, and the landmines are the reason why.

they do have people escaping from the North all the time.....
Landmines wouldnt even come close to fixing the border issue and then it would take forever to clean up.
As I said, the Russians tried it and it DIDNT work in Afghanistan and really only blew up a bunch of kids.....
And North Korea is a communist hellhole where the people eat tree bark to survive.
