Which is it.....1.6 or 5.1? Men love to measure there equipment. The only time you hear about a comparable measurement for ladies is when they are dilated.

Oh man, never measure. Just guesstimate and round to the highest number.
In answer to your question, the lower number is considered normal- the higher number is what THE PATIENTS THOUGHT
normal was.
