Well! You can look at those numbers and conclude that Illegal Immigration is on the decline as well. It all depends if you look at the glass as half full or half empty.
Less apprehensions could also equate to as not as many border crossers to apprehend

Considering the increase in the number of Border Agents we have now, compared to what we had back in 2000, I think it's reasonable to conclude that the number of attempted illegal border crossings are down

I can tell you that everyone I talk to sees 5 times the number of Hispanics in the public as they did just 2 years ago. The numbers have increased dramatically.
