Yeah they do, in reducing the 'pollutants' that were previously regulated to prevent 'acid rain', they already reduced carbon dioxide emissions in doing that.
And there are regulations of one kind or another in place.


The Kyoto treaty is a bad treaty, it is designed merely 'to stick it to the US.'
The treaty should be consigned to where it belongs -the toilet after use as toilet paper.
It is a worthless treaty that is farcical at best, malicious at worst, and useless to do what it claims to aim to achieve.
