Is this cleaning necessary because of the York Minster fire?

I doubt it. That fire was 11 years ago this July, and destroyed the south transept roof. The Great East Window is quite a ways away from where that fire was. (I assume you meant the 1984 fire, and not the ones in 1840, 1829 ... ;-))
