I would be verrrry careful on what aspects of 'social change' government at any level or branch should be involved in. Our individual rights and liberties have already suffered enough damage through the years by government-decreed social changes.

Can't understand why they just can't be content to just change their own diapers if they want to change something. Let somebody sue somebody for a perceived wrong if they want government to get involved in their lives.
