Yes. People can lose all mental function with little cortical loss or can not despite large loss, as your example points out.

Recent attempts to curb serious epileptic seizures have involved surgical removal of large regions of the cortex without loss of mental function.

Large cortical damage generally will, of course, be associated with loss of mental function, as in Schiavo's case. Still, no one understand exactly how the brain works.
