I don't think Greer's injunction prevents action by the governor. Jeb's lawyer said that DCF by law did not have to consider prior legal rulings, and presumably "prior legal rulings" include any of Greer's injunctions. But DCF does have to strictly adhere to the relevant Florida statute. If this happens, it won't be an Elian Gonzalez type of raid. The Florida AG will probably call the Pinnelas County sheriff and arrange a transfer of custody whereby the state police will replace the county sheriffs as guards, and then they'll move Terri to a hospital if necessary. There won't be any confrontation between the two police forces, that's for sure!

I think that Governor Bush is waiting for the last option, the decision by the U.S. Supreme Court. Once that final option is gone (which most think it will) then he will have to take custody himself and have the chips fall where they may. If he does, given the recent court injunction forbidding him from doing so, he takes a huge gamble of a motion to have him recalled as Governor.
