I make a point of announcing loudly (but as if to my own children) "You know we don't run indoors; that's very thoughtless and inappropriate behavior!"

I said something very similar to my daughter in a department store not very long ago - she got the message very quickly................but I don't believe the offending mother did.

Another zinger is "You know we don't act like that, no matter what other children are doing!"
