Thanks. Yes I know I can do an insert picture from file. The point is, though, that I SHOULD (?) also be able to do a drag and drop. If there's a problem in Windows with my doing so, I 'd like to know about it because it could affect me some other way in the future.

Were you able to do it in the past? If yes, what have you done to your system in the interim? Are you sure it is a 'feature' of your software? Might want to check the help file within the program or the manual for the progam.
