Is there any policy about people who have no posts but send Freep mail touting another web site?

If you suspect spamming, my recommendation would be reporting to an admin -- I have no idea what the official FR policy (if any) is.

I hope they get back to me on this and I will send the persons name and the mail If admin wants it.
I hate to post the info if it is a valid FR mail.
