There is no "as well", she was placed on leave, they were expelled, there is a big difference.
They are obviously considering the question of coercion. If they conclude there was none, she will evidently be expelled, as well. Their temporization in her case is justified, I believe.
There is no sign that the administration is not prepared to take the appropriate action.
