If one closely examines our foreign policy -- apart from the baloney put out by the Council on Foreign Relations and their ilk Tipped your hand here. It's all a plot. Sorry you're not in on it, but we who are in the know realize the utility of encouraging declarations. (Section 3.8.a of the Handbook says so...)

We have been warned by several military generals and colonels that you cannot fight a defensive war against terrorists (insurgents). We lost that battle in Vietnam and other places in between as we are now. Are you saying we are on the defensive rather than the offensive? I would say that installing new governments in Iraq and Afghanistan means we are taking the offense in the war on terrorism.
