Because there is only the illusion of freedom when it comes to alcohol.
You can't buy it after midnight in many stores (although you can buy it at a bar until 2am) and you can't buy it before noon on Sundays.
Tobacco is also regulated by the ATF but there is no prohibition on the hours of its purchase (there are similar age restrictions, however).
