And to answer your question, I've consulted the magic crystal coffee cup and it says without a doubt that JANU is the first to bail out on the Immunity Challenge. It therefore follows that she is the "exiled" Survivor.

It should be noted that nowhere in the promos or the spoiler sites is it mentioned that the person who is exiled is also immune from bootee-dom.

That crossed my mind when I read your synopsis. I'm thinking it's designed to help stir things up. You can't work on your alliances if you aren't there. An otherwise not-so-likely bootee might be hamstrung and picked off if they aren't there to make a stand.
