Pretty much.

Season One: The bad guys were white Americans that led to white Europeans (Dennis Hopper).

Season Two: The bad guys were Muslims that led to Big Oil (more white guys).

Season Three: The bad guys were a Mexican drug cartel that led to evil white Euro-trash.

I was hoping with Season Four, the show would break this cycle, but alas ...

Thanks for the recap of past seasons for this "24" newbie. Sure sounds like a pattern to me.
