You can't do these in IE. In firefox, try:
network.http.max-connections= 16
network.http.max-connections-per-server= 12
network.http.max-persistent-connections-per-proxy= 6
network.http.max-connections-per-server= 6
network.http.pipelining= TRUE
network.http.pipelining.maxrequests= 16
network.http.proxy.pipelining= TRUE
After you put those in, right click anywhere and create a new integer. Give it this name:
nglayout.initialpaint.delay
and put in a value of 750
See how that goes.

I also recommend you go into device manager. Do this by going into windows explorer (Start, programs, windows explorer), right click on your my computer icon, choose properties, then hardware and device manager. Find your modem on there and check all of the menus...Make sure your speed is set to the maximum bits per second. Click on ports and "communication port" and do the same. Hit ok and close that out, then go into control panel. Click folder opions, and under the view tab, untick "automatically search for network printers". Hit ok and exit. That should give you a small speed boost.

In addition, create a new "string" anywhere in about:config and label it privacy.popups.disable_from_plugins. Give it a value of "1." This should speed up your Firefox browser even more.

I use the Firefox "tweak" below. Try it and see what you think. I'm surfing fast as hell ever since I made the following changes:
network.http.max-connections: 48
network.http.max-connections-per-server: 16
network.http.max-persistent-connections-per-proxy: 16
network.http.max-persistent-connections-per-server: 8
network.http.pipelining: true
network.http.pipelining.maxrequests: 20
network.http.proxy.pipelining: true
nglayout.initialpaint.delay: 0
privacy.popups.disable_from_plugins: 1

I haven't tried these tweaks on dial-up, so I'm not really sure. It does seem to speed things up pretty well on a T1, though.
