Looks like a Calif. plate, which makes sense. In the 60's there used to be microbuses with VW bug green house and roof (with sunroof) welded on top. Now I see that SUVs have had an effect and things are now bigger than they used to seem.
It is a California bus and I remember the VW Camper vans with the raised roof.
It was a long time ago.....
