I'm speaking of a program that I do not wish to remove from my hard drive. I simply want to remove the icon from the system tray. Right-clicking with 'Delete' only removes the icon until the next time I re-boot.

You want to find every [start] folder that you can and remove it from there.
Using explorer, make sure that you set options to "show hidden folders".
The surest way to clean thoroughly is to find a friend who is comfortable editing the registry and nuke all references there.

Select "Start > Run". Type in "MSCONFIG" & hit Enter/Return. Select the "Startup" tab. Find the program you want to remove from the systray & uncheck it.
Reboot for your changes to take effect.
