I'm afraid that my knowledge of the executive branch doesn't go much beyond knowing to always say "yes sir" but I don't understand why a man that has excelled at international peace keeping would be unqualified for an internal peace keeping position.
I can see that a lot of people would feel it leaned too far towards a military state regardless of how silly the idea is.

It has nothing to do with a militarized state.
Franks is great at tactical decisions, but running a large department is very different.
