Johnetta Cross Brazzell said she has had problems with student government at the University of Arkansas since she arrived in 1999. Those sentiments were the impetus for the Chancellor's Task Force for Enhancing Student Government that was impaneled at the beginning of the year at Brazzell's request. But these sentiments were without substantiation, for the Vice Chancellor never specifically explained why she was dissatisfied with student government or gave her reasons for initiating change. Despite the student body and the Board of Trustees overwhelmingly approving a new Constitution for the Associated Student Government just last year, Brazzell was determined to implement her own changes. It seemed that as long as there was dissent and opposition to her and her office in student government, she would never be satisfied. This was evidenced by the operations of Brazzell's task force. The task force was comprised of handpicked students and faculty members who met in private and were expected to rubber stamp Brazzell's agenda. In fact, Brazzell's memorandum to the Chancellor outlining the changes she personally wanted to make to student government and the constitution recommended by the task force are identical.
In what was an apparent attempt to regain public favor after much bad press concerning the closed meetings of her task force, Brazzell announced that there would be a student referendum on the task force's new Constitution. But just a week later, Brazzell's position on the referendum suddenly changed: the student vote on the issue wouldn't matter. She announced to members of the Associated Student Government Rules committee that she would be forwarding on the Constitution to Chancellor John White and the Board of Trustees with or without student approval. Not only that, but the 2,000 signature requirement for a petition to initiate student referenda didn't apply anymore; well, at least not for her. Falling over 600 signatures short of the minimum requirement, the referendum proceeded anyway, with Brazzell's message very clear: the outcome was irrelevant, and the administration would proceed to forward the Constitution to the Board of Trustees anyway, regardless of whether the Constitution passed at referendum or not. Telling students their votes didn't matter no doubt helped contribute to the pathetic 3% voter turnout for her Constitution. Her scheduling the vote to occur right before Easter weekend, when many students had already went home to be with their families, probably didn't help either. This behavior is illuminative of Brazzell's leadership, and of the Division of Student Affairs in general.
Moreover, under Brazzell's leadership, the Division of Student Affairs has abused the university judiciary, through the Dean of Students' office, to intimidate and pressure students to refrain from criticizing the Division's administrators. During an investigation of administrative voter fraud, two students found themselves being hauled before the All University Judiciary on "harassment" charges for filing Freedom of Information Act requests to investigate the Division's involvement in the voter fraud. In an effort to quiet the dissent and cover-up the wrongdoing of the Division, Brazzell's underlings proceeded with these charges, until the ACLU took up the cause of the wronged students, causing the charges to be quickly dropped. The Division of Student Affairs continues to deny any connection between the dropping of the charges and the ACLU's involvement.
Throughout Brazzell's tenure as Vice Chancellor in the last year, she has worked to cover up voter fraud by her employees and other students, presided over a closed-door task force that took away the rights of students and denied their voice in their own student government, and allowed the political use of the university judiciary to attack her enemies. Such behavior is not only unprofessional and unbecoming of a person holding the title of Vice Chancellor at an institution of higher education, but it is purely unethical and should not be tolerated in any form. It is clear that it is time for Johnetta Cross Brazzell to be replaced.
