Yes. It does. Acts makes it clear that the method for bestowing gifts was from the "laying on of the apostles hands". Last time I checked, they are all dead.

Wrong on a couple of counts.
The most important one,
you seem to have removed from your Bible the verse about those filled with The Spirit without any laying on of hands or any other intervention of any Apostles.
And, Apostle Paul didn't have any such prior to the Damascus Road incident.
Many in our era have had similar experiences.
As Scripture says, THE FRUIT IS THE PROOF. People 180 degrees turned around loving, worshipping and following God from a life of horror, pain, suffering, rebellion, etc. in countries around the world.
Interestingly, Holy Spirit has had a fuller flow in regions where people simply take Scripture at face value and try and live it out and apply it as it's stated. In those regions, Acts 2 is abundantly demonstrated repeatedly.
In regions where denominational 'distinctives' [i.e. doctrines of man] are elevated above Scripture and above the work of Holy Spirit, there are less miracles.
I suppose it depends on one's definition of "apostle."
Some say the criteria is having seen Christ.
Paul saw Him on the Damascus road. Many others every century since then have seen Christ similarly.
Some say it's operating in the gifts and all 5 offices mentioned in Scripture: teacher, pastor, evangelist, prophet, apostle.
Some say it's planting churches internationally.
God has raised many prophets and apostles in these last days. There are still miracles and gifts being bestowed even now. The Holy Spirit is the same today, yesterday and even tomorrow. We don't see many miracles in America because of unbelief, but there are MANY miracles happening in Africa and other Third World places because they believe what the Bible says. They haven't grown 'fat' like we Americans.
