I believe that the Scripture in Joel and Acts is not saying essentially NOR only that dreams are to be minimized. That's not the tone nor the context nor the language of those sentences.
And, taken in the context of Holy Spirit's operations generally in the church age we are still in, all such supernatural Holy Spirit inputs to the individual are to be judged by the local Body as I Cor 14 indicates. All are for Holy Spirit to DISTRIBUTE AS HE WILL as a number of Scriptures indicate. God seems to delight in upsetting RELIGIOUS TIDY LITTLE BOXES in how He does such things. I've often seen little children be major channels of God's supernatural communications.
