The proper thing to do, is to let them be armed and train them to mount an effective counterattack. That is effective. Treating them as if they are your sheep, to tag and keep track of, will only get them killed sooner.

I don't know if it would be counter-productive or not. What propaganda purpose/video clip could you get out of a dead body which just happens to be a homing device signaling around in your car and back to your safe house?

And then you state the logical back-up to terrorists just mounting a home invasion to kill on site. Anything other than Iraqi bodyguards at this point. At least in one of the Saudi attacks a private security company took out a bunch of the thugs.
