Glenallen man jailed on sexual assault charges

MARBLE HILL, Mo. -- A Glenallen, Mo., man is in the Bollinger County jail for allegedly sexually assaulting his daughter -- a 22-day-old infant.

According to a probable cause affidavit from the Bollinger County Sheriff's Department, Troy A. Dukes, 34, has been charged with child molestation, statutory sodomy and incest -- all felonies.

According to the statement, a relative noticed bleeding and bruising when she was changing the baby's diaper. The child's mother took her to Saint Francis Medical Center's emergency room. The Division of Family Services was notified, and Kiara Taylor-Paine with the DFS called the sheriff's department, who arrested Dukes.

Dukes allegedly stated that he was alone with the baby changing her diaper when he digitally penetrated her up to his knuckle. He then told the sheriff's deputy that when the baby wouldn't stop crying he spanked her, causing the bruising to her bottom.

Dukes remains in jail in lieu of a bond of $100,000, cash only.

This man had better hope he is not somehow released back into the town. I know folks there who consider "he just needed killing" an adequate reason to blow his head off.

By the way, does your newspaper print the name of the family service person who is involved in a case. I was appalled to see this person named in this article.

Babe, the way these perps are handled would make you nauseous with outrage.

Quick background to one of my cases: I have a foster child from a family who had a history of abuse and neglect going back to at least when she was 2 years old. The parents were dragging the kids from one bad situation to another, staying wherever anyone would allow them to. Earlier this year it was discovered that a man with whom they were staying was having sex with her. He confessed. He was sentenced to 15 years. He is now walking the streets not having served day one, because DOC allegedly has no place to put him.

Meanwhile, when I took these kids into foster care, a big motivator behind it was knowing that there was something going on with this girl again and another "friend" of the parents with whom they were sharing a house, only this guy moved around WITH them. Because there was no proof, and the girl denied it (willing participant), I couldn't use it in the affadavit. I had to build my case on the rest of the history. Meanwhile, I've been working on getting evidence against this SOB.

A couple of days ago, the girl ran away, along with another girl 2 years older. The information I was able to find along with what I already knew led the police right to where he was hiding out....with the girls. At this point, at least 2 other people AND the girl herself admitted that she'd been having sex with this pig for several months. It was on tape even (the interviews, not the sex). I was feeling very proud of myself because we finally nailed the SOB on criminal charges and could now also include that in our case. I found out later that night that they'd cut him loose on bond and had only charged him with felony interference with custody. They said they couldn't charge him with rape because he didn't confess! If convictions were dependent on confessions, the prisons would be empty! I am so mad I could spit nails. Of course, the investigation is still underway and I am not the only one that wants that SOB to go down, but as it stands right now, he will face no criminal penalties for having sex with a 13 year old (he is in his 50's).
