Background
In 1992, Cincinnati City Council passed an ordinance that prohibited discrimination based on race, gender, age, religion, disability, mental status, ethnic origin, and sexual orientation. One year following the passage of this ordinance, Cincinnati voters approved Issue 3, now known as Article XII, which forbids the City and any of its Boards or Commissions from providing protected status to persons because of homosexual, lesbian or bisexual orientation. The ballot measure was approved by 62% of city voters.
