(asbestos suit) I bought an HP AIO a year or so back and there was no USB cable either (it was labeled as such on the box). Perhaps the purchase price is a couple of bucks lower without the cable, but even if it isn't I was glad not to get one as I have them floating all over my house (pretty much all USB for my peripherals for 6-7 years). That said, if they promised to send you one, it is unacceptable that they would just say that to get you off the phone, and they deserve every ounce of contempt I am sure you have for them.

Maybe you should consider yourself lucky that you got a power cord.

1.) Install power cord (purchased separately)....

My HP psc 2110 did come with a usb cable, but maybe they figure that usb cables are so ubiquitous that most folks have a couple spares.
