Gas in the hole. That's what I use for yellow jackets. You don't have to light it. It permeates the nest. I usually pour playsand in after it. Moth Crystals work dandy to plug the hole.

That is the best. Not ecologically sound but gas does wonders. And you are absolutely right - don't light it. It is not necessary (probably makes it less effective).
I use Spectracide myself. Put it on and around the mound and then water it gently in.
