Toe-licking could become a criminal offense in the Netherlands after a man who licked the toes of several women was released by police without charges.
The toe-licker, whose name was not released, was arrested in Rotterdam earlier this week after a woman who had been sunbathing said he unexpectedly licked her bare foot.

The only proper response - is a quick slap from the woman or having his face smashed in from an HONORABLE bystander.
To be fair, some women CAN bash his face in also - but, I would bet he wouldn't be licking their toes though. (unless they are martial artists)

It's the same as if he snuck up on them and grabbed their breasts, because he receives sexual stimulation from it. It's not a big deal to you because you see it as just a foot. He doesn't.
Not to mention the fact that he has no right to touch someone anywhere on their body without their consent.

What is their ruling on this matter? Don't bother asking, they showed themselves to be irrelevant when they defended a serial rapist and habitual sexual harasser.
